To welcome Universiade Taipei 2017, the Taipei city government as the host city, has been working on some software and hardware construction projects, offers training for recruiting volunteers and runs campaigns for sponsorship and sports marketing. All activities are now in place in consecutive order. However, after the event tournament is held, the government should think more actively about how to attract more attention from foreign tourists by introducing humanistic features at the local markets and thus it can engage people to play sports by improving their habits, which in the end can boost economic growth. Consequently, it is thus suggested that the future development strategy of the sport industry can start from building basic data for the industry, industry clusters and horizontal alliances, and big data integration in hopes that such an action can build a sport-friendly environment, and increase the percentage of people who wish to play sports. It helps the sports industry to inject new vitality.

According to an estimate made by the international investigation agency, it is estimated that the growth rate of output value in the global sports industry will exceed 6% in the next 3 years. It shows that global sports industry not only has great opportunities, but also has strong potentials for growth. As for the overall planning on the strategy of the sports industry, the diffusion effect of the economics of sports should also be considered to run a careful estimation in addition to the promotion and development of the sports culture. Therefore, if we look at the current situation in the development of the national sports industry, it is suggested that the government agencies can start to do it from the policy planning of the sports industry. Experts from the industry, government, or academic circles in Taiwan were invited to join the event. In the meantime, the software and hardware facilities for infrastructure should perfectly fit in its relevant equipment. Interaction and exchange platforms should be made available at every international sports institute or organization so that it can help to boost visibility. The sports culture can start taking root in the basic education system.

The Smart City industry is a brand-new example for the current Taiwan industries, which have undergone a transformation. It needs to collaborate with the domestic and foreign cities and the Information and Communication Technology (ICT) industry, and moves on to the goals to work on a “strategic town for the supply chain among worldwide smart cities”. The Smart City Expo is the best platform to start a conversation with international cities. Likewise, the Taipei City offers the biggest national trial domain for the smart city. Concerning a more specific way, it can exhibit the result of the smart public services as introduced by the Taipei City Government. On the other hand, the city government also actively helps the domestic vendors going global to export solutions that come with a profitable operating model to the global market after a successful trial. The Taipei City Government will promote several smart application projects in the future successively so that the general public can experience more about the smart innovation and application services. It may also create good vibes within the entire smart industry to achieve a vision of industrial development for the smart city so that “the effect started from the Taipei City may spread across Taiwan and move southbound through international export”.

Taipei Smart City started to develop with these core philosophy and vision known as an “open government”, “citizen participation” and “public-private partnership” to further extend that two major developments called “transformation of service innovation” and “open matching platform” so that it may formulate a guideline for each strategy. As the office for smart city project was founded, a matching platform has been established and made available for the innovative technology and citizens. Several empirical domains have been made available for the public. Regulations for the empirical domains were specified in writing to serve as a basis for those service providers that are interested in joining this project. The platform may help the Taipei City Government to introduce the smart technology by offering a solution to solve problems and can be actually integrated with the mostly wanted smart applications for all citizens.

Taiwan is now facing a lot of stress from domestic industrial transformation and the trends in a new global economy. It needs to grasp the point of opportunity and strategy to develop the smart city, and should develop an overall strategy for the development of a smart city based on the national team level. The long-term vision was set up to “solve the local problems and look into the worldwide business opportunity”. First, it should consider developing a strategy to promote the cross-capital pilot project systematically. Meanwhile, it also takes advantages of the technology industry to accelerate the applied ecological circle for creating the smart city and to increase the feelings of happiness among the general public. It can help industry to achieve innovation and explore the overseas market by creating a new Taiwan where the Lohas philosophy and sustainability coexist.

It also allows the promotion of a sustainable environment and brings it into effect of integration through cross-industry cooperation. The Taipei City government promotes a critical concept in the smart city and sets goals to build a sustainable city for comfortable living. It is dedicated to promote the development of smart industry and integrates each division or bureau to collaborate with the service providers in terms of four aspects, the smart government, smart citizens, infrastructure and empirical domain. The government develops each smart innovation and application service as well as domain verification in the hope that it can build a creative smart ecological circle in Taipei City, which allows more effective collaboration between industry and the city government and the smart services can be developed accordingly.

The related application of a smart city can be considered as the innovative business model, which is mostly being used as a solution to solve the problem of city governance. The Taipei City Government uses the entire city as the empirical domain for practices to collaborate with the creative service providers and promote smart public housing, smart government, smart traffic and smart education. It allows the Taipei city residents to experience the convenience brought about by smart technology and exemplifies the result of a successful domain to actively exert its effect on the diffusion of “soldier training in Taiwan exported overseas”. The derivative technology and innovation as well as commercial service model were copied and spread to other cities, which allow domestic service providers participating in exhibitions to have more market potential and international competitiveness.

The social enterprise has been proven to become a real business model and can practically resolve the social issues and is considered as a sustainable enterprise which consistently extends and expands. To respond to the trends in social enterprise start-up business, all government agencies should continue to act the role as a resource integrator and promote enterprises by all means or use resources to get involved with the business operations of the social enterprise. The government should come up with the policies that are best suited for each social enterprise under the direction of economic development to prompt social innovation. On the other hand, the government should make use of the idea of social innovation to support companies to acquire a B Corp certification. During the process of producing products and offering services, the company will show its mission to society, about how it cares about this society and wants to give back to it. We hope that the company can make good use of the B Corp certification during the certified process to construct its social impact and creative business model.

How a B Corp can be certified through an evaluation may depend on looking into these five aspects for its performance - corporate governance, employee care, friendly work environment, running a community and its influence over the clients. To find its true value, the B Corp movement wants to show more enterprises how to use the business impact analysis (BIA) to serve as its best tool for corporate benchmark learning. With this tool, an enterprises can evaluate its performance other than the financial index, which allows enterprises to develop into the kind of enterprise “that can do best for the world”. Meanwhile, it may create mutual benefits and long-term prosperity for all the parties involved.

The social enterprise wants to pursue a dual objective by stressing the importance of social values and profitability to run its business. It operates by integrating resources taken from all parties to support the innovative idea of a social enterprise and takes further action to change the world. Therefore, it is highly recommended that the social enterprise should look into the issues from a higher level of social perspective when it tries to get involved in and resolves social issues. What the government needs to do is to establish an ecological system for the social enterprise and to actively build up the infrastructure for the social enterprise to develop. These infrastructures may include talent-training programs, micro-loans, sales channels, business start-ups and incubation as well as consulting services.

According to IDC, the company estimated that the economies of scale for the IoT industry would reach 1.46 trillion USD by 2020. Thus, it can be a new opportunity for Taiwan to usher in the industrial development if the company introduces the “service-based” app IoT to its development. With five portfolios from the industry chain, the company combines big data analysis, social community, cloud services, mobile APP and sensory chips to comply with how to integrate it into the “BCMC” (abbr. Term stands for big data, community, mobile and cloud computing.). This integrated service can transform the properties of all things into digital data and then upload it to a cloud-based interface. It turns out to be a valuable service. It will be the next key route for IoT development.
